
2005 PHDR: 2007 NAST Outstanding Book Awardee
28 March, HDN Annual General Assembly. Attended by a total of 42 HDN members, the General Assembly was held at the Conference Hall, Balay Kalinaw, UP Diliman, Quezon City.
Started last year, it has been the Network’s tradition to conduct its General Assembly to serve as a venue to come together as a network and be updated on the affairs of the organization, particularly on the recently completed and ongoing activities.
For this year, the General Assembly talked about the theme of the upcoming 6th Philippine Human Development Report (PHDR), with its theme, Institutions, Politics and Human Development in the Philippines. Likewise, it presented the highlights of HDN’s pilot efforts to produce provincial Human Development Reports (HDRs) and a municipal HDI. For the former, Hon. Karina Constantino-David, Chairperson of the Civil Service Commission, gave the keynote speech, while the Asia-Pacific Policy Center provided a short presentation, for the latter.

“Institutions, Politics and Human Development in the Philippines”
To be launched in 2008, the 6th PHDR aims to address the question of how exactly political institutions, broadly defined as rules, norms, values and organization, on both the national and local levels, impact not just economic outcomes but as well as human development outcomes.
A key premise on this is that human development outcomes are in fact mediated by local and national government bureaucracy, including the ability of “checks and balances” to function. Further, it recognizes that implicit rules or arrangements between and among instrumentalities may have even greater impact on human development outcomes than those explicitly codified in legal documents.
Having this theme, HDN has invited Chairperson Karina Constantino-David of the Civil Service Commission to be the Keynote Speaker of the General Assembly.
Chairperson David shared her views on where and how the behavior or performance of our own bureaucracy has been conditioned by specific rules, norms, values and structures, and where and how institutional reforms can be implemented to better enable human development targets.
In summary, Chairperson David described politics, as an institution, having three components—political leaders, electorate and administration or bureaucracy. And that the reasons why our bureaucracy is the way it is now can be found in our law as well as in the abuse of our leaders in political positions.

12 July, NAST Awarding Ceremonies. The National Academy of Science and Technology (NAST) has chosen the 2005 Philippine Human Development Report: Peace, Human Security and Human Development, as one of the recipients of the Outstanding Book Award for 2007.
Held at the Manila Hotel, the plaque was given during the awarding ceremonies of the NAST 29th Annual Scientific Meeting, with the theme: ‘A Progressive Philippines Anchored on Science: Building a Science Culture in the Philippines’.
The awards were given to Dr. Emmanuel S. de Dios, Atty. Soliman M. Santos, Jr. (based in Naga), Ms. Toby C. Monsod and Dr. Arsenio M. Balisacan.
The 2005 PHDR is a collaborative work of members and friends of the Network, with Dr. Balisacan, as the overall leader in the publication of the 2005 PHDR together with Ms. Toby C. Monsod and Dr. Emmanuel S. de Dios who supervised its development. Dr. de Dios and Atty Soliman M. Santos are its primary authors.
